The "Flying Lesson" belongs to a broad wave of novelty issues Samoa has licensed to European trading mints — in this case almost certainly struck by B.H. Mayer's Kunstprägeanstalt in Munich or a comparable German facility — targeting the themed collectibles market rather than any domestic monetary need. Samoa's willingness to lease its issuing authority for such series has made it one of the more prolific nominal issuers of the 2010s–2020s despite having a minuscule domestic coin circulation. Silver-plated copper-nickel keeps production costs low enough to sustain the retail margin these series depend on.
