The "Flying Lesson" belongs to a broad wave of novelty issues Samoa has licensed to European trading mints — in this case almost certainly struck by B.H. Mayer's Kunstprägeanstalt in Munich or a comparable German facility — targeting the themed collectibles market rather than any domestic monetary need.
