The "Death and Life" issue is part of a broader wave of memento mori themed coinage that flooded the collector market through the 2010s, largely driven by European distributors licensing Pacific island jurisdictions — Solomon Islands among the most frequently used — as nominal issuers. The actual connection between the issuing authority and the coin's subject matter is purely administrative.
Elizabeth II's appearance here is incidental; her effigy satisfies the legal requirement for Commonwealth coinage, nothing more.
