The Olive Branch Petition of July 1775 was the Second Continental Congress's last formal attempt to avoid open war — a direct appeal to George III asking him to intervene against Parliament's colonial policies. He refused to read it. Parliament had already declared Massachusetts in rebellion before the petition even arrived in London, and the King formally proclaimed the colonies in a state of rebellion in August 1775, rendering the document moot before most colonists knew it had failed.

This Niue issue is part of a broader commemorative program issued under Charles III's authority, using the Olive Branch Petition as its nominal subject. KM#7078 in copper-nickel is the base circulation-quality strike in what is typically a multi-metal release structure for such programs.
