Niue has operated as a prolific licensing vehicle for commemorative coin programs since the 1990s, with the New Zealand government administering its currency arrangements under the 1975 Niue Act. The "Daniel in the Lion's Den" design belongs to a broader biblical series produced for the collector market, manufactured almost certainly by a European private mint on contract rather than struck by any facility in the Pacific.

Copper-nickel was chosen over silver to hit a lower retail price point — a deliberate commercial decision, not a monetary one.
