Gibraltar has made a business of issuing commemorative coinage for figures with no connection to the territory, and this piece is a clear example. Collins was dead before Gibraltar's modern commemorative program existed by decades, and Ireland — whose government minted its own Collins commemoratives — has no numismatic relationship with this issue. The coin exists because Gibraltar's licensing arrangements allow it to, not because of any historical or jurisdictional logic.
