Gibraltar's issuing authority produced a long run of themed collector pieces in the late 1990s and early 2000s, many of which were struck by the Pobjoy Mint under contract. The Solar System series was part of a broader wave of bimetallic commemoratives capitalizing on the format's novelty following its success in circulation coinage — the bi-color aesthetic doing most of the marketing work.
No monetary policy or historical event drove this issue. It exists because the collector market of that period reliably absorbed Gibraltar-licensed pieces at modest premiums.
