The years 1709–1715 were catastrophic for French royal finances. The War of the Spanish Succession had drained the treasury for over a decade, and the winter of 1709 — one of the coldest in European recorded history — destroyed harvests and triggered famine across the kingdom. Louis XIV was forced to melt his own Versailles silver plate to fund the war effort, and monetary reforms of 1709 introduced this fractional écu type partly to manage a coinage system buckling under fiscal strain.
The three-crown reverse was a deliberate political signal: France's claim to place a Bourbon on the Spanish throne, the central dispute of the war itself.
