Gibraltar has issued commemorative gold for decades under a licensing arrangement that gives the territory unusual freedom to produce collector-targeted pieces outside normal UK Royal Mint channels. The Sapphire Jubilee marked Elizabeth II's 65th year on the throne — a milestone no British monarch had previously reached — and the 2017 Gibraltar series was among dozens of issues worldwide capitalizing on the occasion.

The embedded sapphire is the commercial hook. Blue corundum insets of this scale are sourced industrially, not gem-quality trade, and the setting process requires a separate post-minting operation.
