The Penny Black, issued on 6 May 1840, was the world's first adhesive postage stamp used in a public postal system — a direct result of Rowland Hill's 1837 reform pamphlet arguing that postage rates should be flat, prepaid, and independent of distance. The original print run used an imperforate sheet design with no plate numbers visible on early impressions, a cataloguing headache that persists among philatelists to this day.

Gibraltar's use of the motif here connects to its long status as a Crown dependency reliant on British postal infrastructure throughout the 19th century.
