Somaliland declared independence from Somalia in 1991, but no United Nations member state has formally recognized it. That political limbo has defined its currency from the start — the Somaliland shilling circulates domestically and functions as a working monetary unit, yet exists entirely outside the international banking system. The Bank of Somaliland operates without IMF membership, correspondent banking relationships, or any of the infrastructure that normally underpins a central bank.
