El Estado de Buenos Ayres was a breakaway political entity — separate from the Argentine Confederation — from 1852 until reintegration in 1861. This note was issued during that autonomous period, when Buenos Aires operated its own treasury and banking infrastructure independent of Paraná, the Confederation's capital. The Banco y Casa de Moneda de la Provincia had been issuing paper since the 1820s, making Buenos Aires one of the earliest paper money markets in South America.
PS# prefix in the Pick system places this within the private and provincial issues, a classification that understates the note's official character — during the separation years, this was sovereign currency within the state's own borders.
