Beschrijving voorzijde Red and pink letterpress bond certificate with the bold heading ZAJAM NARODNOG OSLOBOĐENJA (Loan of National Liberation) at top centre, followed by an authorising text dated 15. IX. 1943. At centre, a vignette of a wreath enclosing a five-pointed star flanked by stylised figures, overlaid with a diagonal banner inscribed SMRT FAŠIZMU – SLOBODA NARODU (Death to Fascism – Freedom to the People). The denomination 100,000,000 Lira (total loan) and the bearer obligation of Lira 1.000 Lira are stated in bold type below, with the issuing authority Zemaljsko Antifašističko Vijeće Narodnog Oslobođenja Hrvatske and series designation H-XXIII printed at foot alongside two manuscript signatures.

ZAVNOH — the regional anti-fascist council for Croatia operating under Partisan control — issued this note in 1943 as a functional wartime currency for liberated territories, not as a symbolic gesture. The council had no central bank, no established printing infrastructure, and no internationally recognized authority; these notes were produced under occupation conditions and circulated in areas where the Axis administrative apparatus had effectively collapsed.

The 1,000 Lira denomination was the highest in the ZAVNOH series, which put it in an awkward position — large enough to matter for transactions, conspicuous enough to be dangerous to carry in mixed-control zones.
