The sheer number of signature combinations across this single type — fourteen pairings over thirteen years — reflects the political turbulence running through BCEAO's eight member states during the 1990s. Alassane Ouattara signed as Governor before leaving to serve as Prime Minister of Côte d'Ivoire in 1990, then went on to the IMF; his name appears on the earliest dates here, a detail that takes on different weight knowing his subsequent career. Charles Konan Banny, who held the Governorship from 1994 to 2007, dominates the later run.

Collectors assembling a complete signature set face genuine difficulty with the 1999 Gnandou pairing, which had a short window of issue.
