BCEAO was established in 1959 to manage the CFA franc zone across eight former French West African territories, and this 1000 Franc series reflects the awkward transitional politics of that moment — signature combinations multiplied rapidly as individual member states appointed their own national directors to the board while France retained a strong institutional hand through the Paris-based governorship. Julienne's signature anchors nearly every pairing across the full issue run, his name cycling through seven different counterparts before Fadiga replaced him.

Henri Konan Bédié, who signed the 1965 issues as Ivory Coast's representative, would later serve as that country's president from 1993 to 1999.
