BCEAO was established in 1959 to manage the CFA franc zone across eight former French West African territories, and this 1000 Franc series reflects the awkward transitional politics of that moment — signature combinations multiplied rapidly as individual member states appointed their own national directors to the board while France retained a strong institutional hand through the Paris-based governorship.
