The BCEAO was established in 1959 to manage a common currency across the former French West African territories as they moved toward independence — and this note was among the first issued under that new authority, with the September 1959 signature date predating most member states' formal independence by months. Robert Julienne's signature persists across every pairing in this series, a remarkable constant through more than a decade of political turnover and changing national governors.

Henri Konan Bédié, who appears among the later undated signatories, would eventually become President of Côte d'Ivoire following Houphouët-Boigny's death in 1993.
