The Banco de Venezuela was a private commercial bank at this point — Venezuela would not establish a central bank until 1940, when the Banco Central de Venezuela was founded. Notes issued in 1936 circulated under a system where private institutions still held concessions to emit currency, a arrangement increasingly at odds with the oil revenue-driven modernization push under López Contreras following Gómez's death in December 1935.
The American Bank Note Company had printed Venezuelan currency for decades by this date, and the relationship showed no signs of interruption despite the political transition. At 1,000 bolívares, this was a high-denomination instrument — practical mainly for interbank settlement and large commercial transactions rather than everyday exchange.
