Bank Mellat is not a central bank — it is one of Iran's major commercial banks, nationalized after the 1979 revolution. Commercial banks in Iran do not issue currency. This note, if genuine, is almost certainly a novelty, souvenir, or promotional item rather than a legal tender instrument. The Rial denomination printed on it carries no monetary authority from the Central Bank of Iran (Bank Markazi), which holds the sole right of issue.
