Lich is a small market town in Oberhessen, and like hundreds of German municipalities in 1923, its Stadtkasse was forced to issue its own emergency currency as Reichsbank notes became worthless faster than they could be printed and distributed. The Bürgermeisterei — the mayor's office functioning here as the issuing authority — had no printing infrastructure of its own, so these notes were produced locally under urgent conditions, which is why production quality varies so sharply across the series.

The sole security feature is an official municipal stamp, applied by hand. By the time this denomination reached circulation, a million marks bought almost nothing.
