Kreis Pinneberg, a rural district northwest of Hamburg, issued this million-mark note during the peak of the 1923 hyperinflation, when municipal and district authorities across Germany were legally empowered to print their own emergency currency — Notgeld — to meet local payroll and commerce needs that the Reichsbank simply could not supply fast enough. The Kreisausschuss, the district executive committee, functioned as the issuing authority rather than any banking institution, which was entirely typical of the Landkreis-level emissions of that period.
The watermarked paper is the detail worth noting here — most district-level Notgeld of this denomination dispensed with security features entirely, making the presence of a watermark a minor but genuine distinction within the series.
