The Allgemeine Ortskrankenkasse — a statutory health insurance fund — had no business issuing currency, but in the autumn of 1923 the Reichsmark's collapse was so rapid that employers and municipal bodies across Germany printed emergency Notgeld simply to meet weekly payroll. Saulgau's AOK was among the smaller and more obscure issuers; most contemporary town administrations at least had a printer with regional standing. Otto Bachmann was strictly local, which shows in the production values of surviving examples.
The one-million-mark denomination, staggering on paper, represented negligible purchasing power by the time the notes reached circulation.
