Müllheim's municipal million-mark note belongs to the vast wave of Notgeld issued by German towns during the hyperinflation of 1923, when the Reichsbank's printing capacity could not keep pace with demand and local authorities were authorized — then pressured — to fill the gap themselves. By the time denominations reached seven figures, a single tram fare or loaf of bread could require notes of this face value.
Local printing in Müllheim kept production costs low, though it also meant quality control varied considerably across the series. The paper stock on many Baden municipal issues from this period is thin and prone to fold splits along vertical crease lines.
