Pirna's Amtshauptmannschaft — a Saxon administrative district, not a municipal authority — issued this million-Mark note during the hyperinflation peak of 1923, when regional and district bodies across Germany were printing emergency currency (Notgeld) simply to meet payroll. The district-level issuer is less common than town or city issues; most Amtshauptmannschaft notes from Saxony were printed in small runs and redeemed quickly once the Rentenmark stabilization took hold in November 1923.
Johannes Pässler's Dresden-Neustadt print shop handled several Saxon emergency issues during this period. Given the velocity of inflation that year, a one-million Mark denomination would have represented modest purchasing power within weeks of printing.
