Dresden-Neustadt's district authority issued this million-mark note during the summer and autumn of 1923, when Reichsbank currency was depreciating faster than it could be printed and distributed. Regional and municipal bodies across Germany were legally authorised to issue Notgeld to cover local payroll and commerce — not as a workaround, but as a formally tolerated emergency measure under conditions where central supply had simply broken down.
Johannes Pässler was a local Dresden-Neustadt printer, not a specialist security firm, which explains the guilloche underprint as the sole anti-counterfeiting measure. At a million marks per note, forgery was barely worth the effort.
