This is not a banknote in any monetary sense. The Onderlinge Levensverzekering-Maatschappij 's-Gravenhage was a mutual life insurance company based in The Hague, and pieces like this were issued as promotional or novelty items — a face value of one million guilders being entirely fictional, well beyond any denomination the Dutch central bank ever produced. The genre was common among Dutch insurers in the postwar decades, typically distributed as advertising material to dramatize the scale of life coverage on offer.
