This is not legal tender. The United States has never issued a one million dollar denomination, and no Federal Reserve Note or Treasury instrument of this face value has ever existed. Notes like this are novelty items — produced commercially for the gift and souvenir trade, with no issuing authority behind them whatsoever. The holographic band is a decorative feature, not a genuine security element in any monetary sense.
