The International Association of Millionaires was a mail-order novelty club operating in the late 1980s that issued these million-dollar notes as membership premiums — not legal tender by any stretch, but printed with enough production quality to raise eyebrows. American Banknote Corporation, which held genuine currency contracts with dozens of sovereign governments, took on commercial novelty work during this period as a revenue supplement. That a firm printing notes for actual central banks was also running sheets of IAM millions is a small, undignified footnote in ABC's otherwise serious institutional history.
