This is a novelty item, not a genuine banknote. The United States has never issued a one-million-dollar denomination in any form — legal tender stops at $100,000 (the 1934 Gold Certificate, itself never circulated publicly). Notes of this type were produced in bulk by private printers in the early 2000s, often sold as gifts or promotional curiosities, and carry no face value, legal status, or monetary backing of any kind.
The "World War I" branding is purely decorative marketing copy applied by the manufacturer.
