Yugoslavia's inflation crisis of the late 1980s was severe enough that a one-million-dinar denomination became a practical necessity rather than an anomaly. By the time this note circulated, the dinar had lost so much purchasing power that even this face value barely covered routine transactions — the country was printing denominations that would have been unthinkable five years earlier, and this was not the end of it.

Designed and engraved in-house at ZIN in Belgrade, which is unusual — most high-denomination emergency issues of this period were farmed out to foreign security printers. The same engraver, Hrvanović, handled both design and plate work.
