This is novelty scrip, not legal tender — Canada has never issued a one-million-dollar banknote, and the Bank of Canada's highest circulating denomination has been the $1,000 note, discontinued in 2000. Items like this are produced for the tourist and gag-gift trade, printed domestically and sold in souvenir shops. The "Canada Eh?" branding places it squarely in that market.
