The £0 note is a peculiarly British tradition — commemorative paper issued at face value of nothing, with no legal tender status, designed purely for the novelty collector market. GBAC has issued several in this format, and Oberthur Fiduciaire's involvement lends the printing credentials you'd expect from a firm that produces actual banknotes for sovereign states. The irony isn't lost on serious collectors: a French security printer producing British commemorative scrip.
R. Faille's signature appears as a formal conceit — there is no central bank governor being impersonated, which keeps these just clear of the legal complications that have occasionally plagued similar novelty issues in other jurisdictions.
