Memo Euro Scope produces these commemorative zero-denomination pieces specifically for the Dutch educational market — they function as teaching aids and collector curiosities rather than anything approaching legal tender. The choice of Enschedé as printer is deliberate: the Haarlem firm has printed Dutch banknotes and security documents continuously since the early eighteenth century, lending even a novelty item like this a level of production quality — intaglio printing, security paper — that most commemorative issues don't bother with.

Willem van Oranje's selection as subject follows a long Dutch tradition of placing him on currency-adjacent objects; he appeared on the pre-euro 10 Gulden series as well.
