Memo Euros are a German novelty series produced for the souvenir and collector market — they carry no legal tender status and were never intended to circulate. The Kap Arkona issue references the northernmost point of Rügen island in Mecklenburg-Vorpommern, a site with layered history: a Slavic fortification, a Napoleonic-era lighthouse, and later a Kaiser Wilhelm II–commissioned brick tower. The hologram and serial number give the appearance of official currency without any regulatory standing.
The denomination of zero is the joke and the disclaimer simultaneously.
