Euro Scope GmbH produced this "0 Euro" souvenir note as part of a broader tourism-driven series that gained official licensing from the European Central Bank — which approved the concept on the condition that the denomination "0" rendered them legally non-monetary. Enschedé in Haarlem, one of the oldest continuously operating security printers in the world, brought genuine banknote-grade production to what is essentially a collectible, including the distinctive feel that casual buyers frequently mistake for a circulating note.
Hallstatt, the Austrian lakeside village, became so heavily associated with Chinese tourism after appearing in a 2011 documentary that the local government briefly considered restricting visitor access. The souvenir note trade followed that wave.
