Euroscope GmbH produced a range of these "0 Euro" souvenir notes under license from the European Central Bank, which authorized the format in 2015 specifically for the collector and tourism market. The denomination of zero was mandated precisely to prevent any confusion with legal tender. Dresden's Frauenkirche was a logical subject — the church's postwar reconstruction, completed in 2005 after decades as a deliberate ruin under the GDR, has made it one of the most symbolically loaded rebuilding projects in modern German history.
