The zero-euro souvenir note program — launched in France around 2015 and later expanded across Europe — occupies a peculiar regulatory space: legal tender denomination, genuine security printing, but zero monetary value by design. Oberthur Fiduciaire produces them to full banknote specification, including intaglio printing and embedded security features, which is precisely the point for collectors willing to pay €3–5 for something technically worth nothing.
