The EuroSouvenir program, launched under informal arrangement with the European Central Bank, permits zero-denomination collector notes to circulate as tourist keepsakes without legal tender status — a loophole that required careful negotiation to avoid misrepresenting the euro. Zoo Ústí nad Labem, situated on a basalt ridge above the Elbe, is one of the older Czech zoological institutions, founded in 1908. Oberthur Fiduciaire's involvement lends these souvenirs genuine security-print credentials — the same French house that produces official banknotes for multiple sovereign states.
