The 0 Euro souvenir program was launched in 2015 by Richard Faille — "R. Paille" is a phonetic Gallicism of his name — and Oberthur Fiduciaire has printed the entire series. The notes are legal in format but carry no monetary value; they circulate as collector items sold directly at the issuing institution.
Dresden Zoo, founded in 1861, is one of the oldest zoological gardens in Germany. The souvenir note program gave smaller cultural institutions a low-risk revenue stream requiring no banking authorization, since a zero-denomination instrument falls outside standard currency regulation.
