The Euro Souvenir program, managed under license from the European Central Bank, permits the production of zero-denomination novelty notes that replicate euro security features — including embedded thread and holographic strip — without constituting legal tender. Oberthur Fiduciaire, one of the few private security printers authorized to produce such items, handles the series from its French facilities.
Zhu De was commander-in-chief of the People's Liberation Army and a founding figure of the People's Republic of China, making his appearance on a euro-format souvenir note an unusual pairing of European printing infrastructure with Chinese revolutionary history — almost certainly aimed at the tourist and collector market surrounding Chinese cultural anniversaries.
