The EuroSouvenir program, administered by the Numismatic and Exchange Association of France (NEAF), licenses these zero-denomination notes to tourist sites and municipalities across Europe. Baden bei Wien's inclusion here reflects its 2021 inscription alongside ten other Central European spa towns under the UNESCO "Great Spa Towns of Europe" designation — a recognition that had been in progress since at least 2010. Oberthur Fiduciaire, one of the major French security printers, produces the entire series to consistent technical specifications, with the hologram strip being the primary security element carried over from genuine euro banknote production practice.
