The zero euro souvenir note program was launched by the European Banknote Memory Organization (EBMO) in 2015, with Oberthur Fiduciaire holding the exclusive printing contract throughout the series. The denomination renders these pieces legally valueless and therefore unregulated as currency, which was precisely the point — sidestep the ECB's strict controls on euro-denominated instruments while producing something collectable and nominally familiar.
Warsaw joined the program in 2019, one of several hundred tourist-site issues printed that year. The cotton substrate and embedded security thread mirror genuine ECB production standards, a deliberate choice to heighten the collectible appeal.
