The souvenir zero-euro note program, administered through Oberthur Fiduciaire under license from the ECB, has produced hundreds of institutional issues across Europe since 2015. This example was commissioned by the East Slovak Museum in Košice — one of the oldest museums in Slovakia, founded in 1872 — as a retail collectible rather than a circulating instrument. It carries no monetary function whatsoever, but is technically legal tender in denomination only, a legal quirk that allows the format to exist without constituting counterfeiting or unauthorized issuance.
Košice held the title of European Capital of Culture in 2013, and the museum benefited from substantial infrastructure investment during that period.
