The EuroSouvenir program, administered under license from the European Central Bank, permits the production of legal-tender-format collector notes with a face value of zero — sidestepping currency law entirely while using genuine security printing. Oberthur Fiduciaire, one of the few private banknote printers with full intaglio capability, handles the production, which is why these feel convincingly like real currency in hand.
Villasanta is a small comune in the Province of Monza e Brianza, Lombardy, incorporated as an independent municipality in 1929 — hence the commemorative date span.
