The zero euro souvenir note program was launched by the European Banknote Memory Organization (EBMO) in 2015, with Oberthur Fiduciaire holding the printing contract. They are legal in the sense that they bear no counterfeit risk — no government has ever declared them illegal tender, because they were never tender at all. The Millau Viaduct issue is among the earliest in the series.
The viaduct itself opened in December 2004, designed by Michel Virlogeux and Norman Foster. At the time of completion, its tallest pier stood higher than the Eiffel Tower.
