The zero-euro souvenir note program launched in 2015, with Oberthur Fiduciaire — one of the few security printers with both the technical clearance and ECB authorization to reproduce euro-format notes legally — producing the first runs. The Vannes Aquarium issue is among the earliest batch of tourist-site releases, predating the market saturation that came after 2017 when hundreds of additional sites joined the program.

Legally, these are not currency. The zero denomination was the precise mechanism that kept them outside European monetary law while allowing the format to be replicated almost exactly.
