The zero-euro souvenir note program, administered under the EuroSouvenir licensing framework, has operated since 2015 as a legal-tender-adjacent collectible — the Banque de France officially ruled these notes are not currency, but they incorporate genuine security printing features including Oberthur's proprietary UV-reactive inks and a holographic stripe, making counterfeiting them as pointless as it is illegal.
Oberthur Fiduciaire's involvement gives the physical object more printing pedigree than many circulating issues from smaller sovereign states. That incongruity is the whole point of the series.
