Memo Euro Scope GmbH produces these zero-denomination collector notes under a licensing arrangement that permits use of the euro format for souvenir purposes, provided the notes cannot be mistaken for genuine currency — hence the "0 Euro" face value, which is legally unambiguous. The Ulmer Münster edition is one of dozens of site-specific issues the company has produced for German landmarks, each printed with a serial number to give buyers the illusion of scarcity, though print runs are rarely disclosed.
