The zero-euro souvenir note program, coordinated by the ESBA and technically issued under French monetary law since 2015, occupies a legal gray area that most collectors either love or resent. The notes are printed by Oberthur Fiduciaire — one of the actual security printers behind real European currency — which means the substrate, serial numbering, and UV features are genuine banknote-grade production, not tourist-shop facsimile work.
Burg Wissem in Troisdorf, a medieval moated castle now housing a picture book museum, is an unlikely subject for even a souvenir note. The ESBA's regional German issues from this period were produced in tightly limited runs sold exclusively on-site.
