The Tower of Hercules souvenir zero euro program is administered by the Oficina Española de Billetes de la UEPL, which licenses regional attractions to issue these notes through Oberthur Fiduciaire. The Tower itself — a functioning Roman lighthouse near A Coruña, Galicia — is the oldest lighthouse in continuous operation in the world, having guided Atlantic shipping since the second century AD. UNESCO inscribed it in 2009.
Zero euro notes carry genuine security features, including a holographic strip, to comply with European regulations prohibiting facsimiles of actual euro banknotes without such deterrents. They have no legal tender status anywhere.
